A
routine visit to the physician for non-urgent treatment should
be both easy and convenient. Using a combination of an digitally
linked
physician network, computers, webcams, the Internet and optional
vital signs collection tools, we have licensed the technology to
developing and implement the WebDoctor24TM.
With the WebDoctor24TM
patients can be examined by a physician for minor health issues,
have their vital signs collected, maintain a complete and secure
personal health record (PHR) online, get a prescription filled
(or refilled) or book an appointment with a specialist at their
convenience. This can be done from work, from their hotel or
from home at 2 O’clock in the morning.
Our patented technology will allow any patient to sign into the
WebDoctor24TM
and have a live consultation with a physician via remote video
conference. Payment arrangements by credit card, PayPal,
insurance, prepaid account or by a prepaid “Doctor Card” will be
accepted.
All the
physician has to do is log in, review the data, have a brief
discussion with the patient and render his advise based on the
information collected. Everything else is handled digitally. The
licensed group or individual physician gets paid regularly from
a single source .
Patent Licenses will be granted to individuals or groups of
physicians within territories (usually by state) and will cover
one or more fields of use. Those fields include:

The WebDoctor24TM
will operate and consist of:

A computer with a webcam for each participating
physician. (Physician owned)

patient (Patient owned)

An Internet web page and web server to track
appointments, to coordinate connections, to track Personal
Health Records and to handle accounting and payments.

Member-Patients will login to the system and
enter their Personal Health data into a secure database. Then,
based on their location, they will enter their current symptoms
by answering a series of questions in the form of a health
questionnaire. They can then select a physician who is instantly
available, or make an appointment for a live video consultation
with their preferred physician based on the published schedule.
Readily available third-party vendors have
existing platforms that will facilitate a quick launch of the
service. These include:

Rural Telemedicine Cooperative – this
non-profit organization to operate the service.

Microsoft Health Vault – Personal Health Record
(PHR) managed by the patient

Skype – Webcam Video over Internet Protocol (VOIP)

PayPal – online payment system and other credit
cards
Patients may elect to buy a pre-packaged webcam
and program installation CD from retails such as Best Buy,
Wal-Mart and Office Depot. Likewise they will also be able to
download the necessary software and install their own webcam and
Skype software if they like. Finally, the service may be offered
by their insurance provider.
A physician’s office can be as simple as a having
a computer workstation with a webcam and an Internet
connection. The patient has a similar system for communicating
with the physician.
All patient records will be maintained online
using Microsoft’s Health Vault or similar Personal Health Record
(PHR). This will allow for extensive
interoperability and industry-wide acceptance of the secure data
format.
Numerous “vital signs collection” peripheral
devices will be available to communicate with Health Vault.
Additionally, Microsoft is working to advance the
interoperability of this free online health data management
system. The physician and the patient can exchange important
information via a secure, HIPAA qualified environment. Microsoft
has extended an invitation to the Rural Telemedicine Cooperative
to incorporate and use Health Vault in its software.
An even wider scope of services can be offered
when the WebDoctor24TM
is further staffed by a nurse at the patient’s computer, –
including blood tests, a variety of disease screenings and
mobilized telemedicine units. In-home monitoring will become
routine.
The service is being developed through the sale
of non-exclusive patent use licenses. RTC has been given broad
licensing authority to allow for greater distribution of the
technology - including group licensing and discount licensing
options. Our primary goal is to use the technology to help our
constituency. To that end, we look forward to developing mutual
benefit relationships with other organizations who share similar
technological goals.
